Fossett, Oregon, is a small town that has seen better days jobs are scarce, and businesses are shuttering at an alarming rate. Melanie McDonald, who owns a coffee shop downtown, makes a proposition: electing her friendly border collie, Shep, as mayor of the town to bring attention and business back to Fossett. Melanie enlists her attorney ex-husband, Bryce, as Shep's campaign manager, a role he takes on enthusiastically, hoping Melanie will give him a second chance. As Melanie and Bryce convince the locals that Shep is the best dog for the job, a violent convict that Bryce helped put in prison escapes, hell-bent on revenge. Quirky characters abound in this gentle romantic comedy with a hint of suspense. But it's the comic scenes featuring Shep that steal the show; whether he is faking an injury to make Bryce carry him through the woods or using his herding instinct to round up escaped fainting goats, he is always a good boy.
